WY - Proposed animal control regulations raise hackles

Over 20 members of the public filled the Johnson County Commissioner’s office for the first county animal control regulations public hearing.

The public came to voice their opinions on the draft animal control regulations compiled by County Attorney Kenneth DeCock with input from the commissioners.

The majority of those in attendance agreed regulations needed to be in place but questioned the wording.

The discussion centered on a section of the draft that allows an animal control officer to enter private property to capture an animal alleged to be or have been at large.


“That seems to be the biggest concern I hear from people,” said St. Francis Animal Shelter President Olin Turner. “Your neighbor could say that dog was in my yard and someone can walk on your private property and take that dog.”

Johnson County Sheriff Steve Kozisek was in agreement with Turner, stating the regulation is in violation of the Fourth Amendment.

“That is removing someone’s personal property for a misdemeanor charge, which you can’t do,” said Kozisek.
