"My concern is sending non-census people to doors asking for information," Moore said.

Moore also was critical of outreach workers who handed out pledge cards, asking residents to sign them as a commitment that they will turn in their forms. The cards also allowed people to check a box if they were interested in issues such as immigration reform or citizenship.

He said some volunteers asked about citizens' legal status, though the actual census does not.

"We were getting calls in the office from people saying they had already completed the census," said Moore. "Some of the groups were asking for information that's not on the census. We don't ask about your Social Security number or if you are a citizen ... and I don't know what they were doing with that information."

Community organizers said building contact lists will later allow them to help people register to vote or with citizenship or immigration issues.
