Why is the Census Bureau using Global Positioning Systems (GPS)?

The Census Bureau uses Global Positioning Systems (GPS) to help locate addresses. A hand held computer is equipped with GPS and is used during our address canvassing operation. Address canvassing is a field operation where census workers systematically travel all known and new streets and roads to identify every structure where people live or could potentially live and update our address list and maps. For the 2010 Census, we attempted to collect GPS coordinates for each structure to make sure it is recorded in the correct location. The census workers also confirmed, added and deleted addresses using a GPS-equipped handheld computer. All this work was done to ensure a complete and accurate address list for delivering the 2010 Census questionnaires next year.

Are the GPS coordinates collected during the 2010 Census operation kept confidential?

Yes. All address information, including GPS coordinates, is protected by the confidentiality requirements of Title 13 of the United States Code. All Census Bureau employees take an oath for life to protect identifiable information about individuals and businesses gathered by the agency. By law, the Census Bureau cannot share respondents' answers with the IRS, FBI, CIA or any other government agency. The penalty for unlawful disclosure is a fine of up to $250,000or imprisonment of up to 5 years, or both.

Sec. 221. Refusal or neglect to answer questions; false answers

(a)Whoever, being over eighteen years of age refuses or willfully neglects, when requested by the Secretary, or by any other authorized officer or employee of the Department of Commerce or bureau or agency thereof acting under the instructions of the Secretary or authorized officer, to answer, to the best of his knowledge, any of the questions on any schedule submitted to him in connection with any census orsurvey provided for by sub chapters I, II, IV, and V of chapter 5 ofthis title, applying to himself or to the family to which he belongs oris related, or to the farm or farms of which he or his family is the occupant, shall be fined not more than $100.

(b) Whoever, when answering questions described in subsection (a) of this section, and under the conditions or circumstances described in such subsection,willfully gives any answer that is false, shall be fined not more than $500. (c) Notwithstanding any other provision of this title, no person shall be compelled to disclose information relative to his religious beliefs or to membership in a religious body.

    It is far far easier for the gestapo to locate an Arrestee's house with GPS then by searchlight for absent numbers at 3A.M. If street signs are removed and house numbers ripped down, GPS will still provide an accurate and speedy location.

    During WW2 in Europe,the citizens would stymie the efforts of invading troops by destroying or redirecting street signs.
    With GPS,they(foreign or domestic troops)will be able to locate anyone whether or not sympathetic neighbors tear down street signs,mailboxes or wall numbers-they have your front door in their system.
    Just another reason to give a fake name.

The only reason to do this is for future tax purposes, such as a direct tax on each individual's energy usage, and/or square footage, and to send an inspector around to verify whether your appliances meet energy efficiency criteria. And other uses as the federal government may decide upon in the future.
    Note that the federal government is deeply in debt and has basically acquired the majority of all home mortgages. What if they should decide to sell those properties to pay down some debt? Suddenly we'd all be renters, sending our money to China or the IMF.
    What the government puts in a database, it believes it owns.

Individual census takers take an oath: well, the federal government takes no oath. Nor do we have any way to compel it to deal ethically with information it has about us.
    For the linguistically challenged, "data" is a plural, equivalent to "facts." The singular is "datum."
